Why Accessibility Is the Infrastructure for AI Readiness

During a recent accessibility kickoff with an enterprise client, an unexpected issue surfaced. A browser-based AI extension failed to operate inside one of their internal systems. The error message indicated that the site was inaccessible. That’s a troubling message.

The plugin had not malfunctioned. It could not “see” the interface. That's a problem.

This issue reflects a broader pattern emerging across industries. AI-infused browser extensions, automation frameworks and agentic tools are becoming embedded in everyday business workflows. These tools encounter the same barriers that assistive technologies have faced for years.

For example, a screen reader may announce only “button” when a control lacks an accessible name. Likewise, unlabeled form fields might force users to guess their purpose. Custom components without proper roles and states may be invisible to keyboard and screen reader navigation.

When user interfaces do not expose reliable names, roles and states, people who rely on assistive technologies are left without critical context or control. And, if that's not bad enough, AI systems might lose the signals they depend on to interpret and act.

Accessibility, in this context, is the machine-readable infrastructure that enables AI readiness, automation reliability and digital visibility. We’re transitioning to an AI-driven search and discovery landscape. Some brands will be left behind.

Accessibility semantics as a machine contract

Modern compliance standards clarify that accessibility is not an optional enhancement; it’s a defined, machine-readable contract (the determinable names, roles and states of UI components). Agents, assistive technologies and automation systems use this contract to perform their actions correctly.

The World Wide Web Consortium’s WCAG Success Criterion 4.1.2 requires that user interface components expose programmatically determinable names, roles and states. This enables both agents and assistive technologies to interpret them reliably. Browsers transform accessibility semantics (the information on the page) into an accessibility tree. A tree is a simplified version of the page, built from the underlying code and made available to accessibility and automation tools.

It's no longer just screen readers that use this underlying layer. Microsoft’s UI Automation framework, for example, is positioned as an accessibility framework that also enables automated test scripts to interact with the UI. Browser environments expose accessibility trees via APIs that extensions and tooling consume. On mobile, automation frameworks like Appium use accessibility identifiers and content descriptions as one way to locate elements.

In practice, accessibility semantics form a contract layer between the interface and any machine attempting to operate it. When that contract is intact, machines can resolve controls deterministically. They can identify a button by role and accessible name, determine whether it is disabled and understand relationships between fields. When semantics are missing or incorrect, automation degrades. Tools fall back to brittle selectors, coordinate matching or image-based inference.

All that is to say: Reliability declines, and maintenance costs rise. AI doesn’t remove this reliance on stable, machine-readable semantics — it makes the consequences of getting them wrong more pronounced.

The underlying semantic layer is still broken at scale

Despite growing focus on AI readiness and automation, accessibility gaps continue to undermine the stability of machine-readable contracts at scale. A WebAIM Million 2025 report, which analyzed one million home pages, found that 94.8% had detectable WCAG failures, with an average of roughly 51 errors per page — and not all errors can be automatically detected. Nearly half of home pages (48.2%) were missing form input labels. Empty links appeared on 45.4% of pages, and empty buttons on 29.6%.

These are not edge-case defects. Missing labels and empty interactive elements are direct automation hazards. If a control does not expose a programmatically determinable name, both assistive technologies and automation frameworks struggle to identify or disambiguate it.

At the same time, Accessible Rich Internet Applications (ARIA) usage has become widespread. 79.4% of home pages in the same dataset used ARIA attributes. Yet WebAIM also reports that 35% of ARIA menus introduced accessibility barriers due to incorrect or incomplete markup. Incorrect semantics can be worse than absent semantics, as they fuel a false sense of confidence. This can mislead both assistive technologies and automation systems that rely on the same signals.

Large-scale analyses show incremental improvement in aggregate accessibility scores, but systemic semantic instability remains. In our work with enterprise clients, we routinely see sophisticated applications with modern design systems that still exhibit these flaws. The interface appears polished, but the machine-readable contract beneath it is fragile.

In short, some websites still have basic accessibility failures, even on a large scale. Missing labels and empty interactive elements directly break machine contracts, making automation impossible. Alarmingly, incorrect use of ARIA can be worse than no accessibility markup at all. When automation and AI systems work from incorrect instructions, they create a false sense of security.

What actually breaks when semantics fail

For teams investing in AI-driven automation and intelligent agents, the consequences of accessibility gaps are no longer theoretical.

Google Research has documented that when Android applications omit content descriptions, Voice Access produces unrecognized elements, undermining its ability to function reliably. On Windows, Microsoft documentation notes that accessibility tools depend on UI Automation to identify and number interactive controls. When controls do not expose required and accurate properties, interaction degrades.

The same pattern appears in automation and AI tooling.

Modern testing guidance increasingly promotes role-based queries, locating elements by their role and accessible name. This reflects how users and assistive technologies perceive the interface.

Some mobile automation frameworks target accessibility IDs directly. Enterprise RPA platforms make use of accessibility APIs and automation selectors, and they fall back to alternative modes when structured properties are unavailable. AI-powered self-healing features exist precisely because UI elements cannot always be found consistently.

In academic benchmarks for web-based AI agents, such as WebArena, the accessibility tree is used as a compact semantic representation of the page. It provides a structured abstraction of roles, text content and properties. If that abstraction is incomplete or misleading, the agent’s perception is degraded before reasoning even begins.

Across these modalities, the breakdown tends to follow a predictable sequence:

  1. Missing or incorrect semantics
  2. Degraded perception
  3. Brittle automation
  4. Increased failure rates.

AI can compensate to a degree. It can attempt to infer structure from visual cues or repair broken selectors over time. But these are compensating controls for an unstable underlying layer, not substitutes for it. In other words, the foundation of the house is still cracked — and no amount of intelligent remodeling on the upper floors will keep the structure stable for long.

Here’s what all of this means. When accessibility semantics are missing, real-world tools like assistive technology, automated testing frameworks and AI agents can break down. They can't perceive the interface correctly, leading to brittle automation and high failure rates. AI might try to compensate by guessing, but this is a temporary fix for a fundamental flaw. Stable systems require stable accessibility foundations.

And, don’t forget, people with disabilities need to be able to use the product too. Brittle automation is a problem. An unusable product is an even more severe one.

From SEO to AI visibility

As AI-powered search and chat-based discovery reshape digital visibility, the business implications of accessibility gaps become clearer. And the game has changed.

Traditional search engine optimization focused on ranking among links. Users evaluated multiple results, clicked through and navigated sites directly. Increasingly, AI systems synthesize and present concise outputs, offering curated product suggestions, summarized answers, direct booking options or whatever else the user needs.

In this emerging interaction model, discoverability is machine-mediated. Content must be interpretable and actionable. It's not enough to simply be crawlable.

If an AI shopping assistant cannot reliably identify product filters, pricing controls or checkout flows, a retailer might be functionally invisible in that channel. If a booking system does not expose structured, machine-readable form controls, an automated scheduling workflow might skip it entirely.

The shift is from human discoverability to machine transactability. Accessibility is foundational to both. If a website has accessibility gaps, the AI can't reliably transact with it. This means the company is essentially invisible in AI-powered channels.

Closing the accessibility and AI readiness gap

Organizations must close the accessibility gaps that undermine true AI readiness, especially as AI adoption accelerates across quality engineering and product development. Industry surveys indicate widespread incorporation of generative AI into testing workflows, with many organizations reporting faster automation cycles. And yet readiness gaps persist. Why is that?

Unfortunately, 68% lack the resources or expertise to test continuously. Furthermore, nearly half of organizations lack the processes to stop inaccessible features from shipping.

In practice, this creates divergence: delivery velocity increases, but semantic stability does not.
